[added] Harvester maintenance and power consumption
[fixed] traps and mask scent added to new combat code
[fixed] traps and mask scent bugs
[added] basic scout camp
[update] scout scripts
[added] True slicing menus - not 100% hooked up to objects yet, but can be used for slicing.
[added] Slicing tool set to the blue frog.
[added] global, combat, and peaced Regeneration modifiers for creatures and players.
[modified] Re-enabled creature regen in combat, scaled to 25% of normal regen.
[fixed] rescheduleRecovery now gets executed after cloning, fixing problems associated with it.
[fixed] HAM not regenerating after cloning.
