If they fix something, can't they just update the files on the server and the client with out a wipe?

Look at it this way, When the Devs make a new code fix it usually involves data that one or more characters use.
Example 1: New code made to "fix" the way a character's HAM is calculated and there are 1,000 toons on the server, and this new code would need to be applied as a patch, it is easier and faster to wipe the character database rather than patch all 1,000 characters. One file is made rather than making 1,000 individual patches to each character file.
Example 2: Same can be said of resources. IF a certain resource does not work as intended and 500 people have that resource rather than patching the ground code were that resource is and all the characters holding it, 1 patch file is inserted after a wipe.
Its always harder and more time consuming to patch all the characters in the database rather than wiping it.
