Does the rank of the city have anything to do with distance from city hall for zoning rights, like it did in live? and are they going to be the same numbers as live or are they going to be different?

Rank is based on number of citizens and city radius is based on city rank, and all numbers were taken from the pre cu scrapbook by biophillia
