THE devs do not enforce that. They said they would do that long time ago but they are not enforcing that. SO no once again the devs won't ban you for not logging onto IRC. I've never logged onto IRC because my college campus blocks the ports and I'm still not banned. So I'm gonna have to say that is wrong the devs won't ban you for not logging into IRC but playing on TC.
