First try to uninstall LPE and clean your registry completely. Download LPE again i posted a link in my sig.
Try to install it again. Run it as Administrator (disable UAC- User Account Control from Control Panel if you are running Vista or Win 7) or...
After you install and run LPE it should update your SWGEmu installation and download missing files.
Try all that and let me know what happens.
