I always thought it was a great idea. If there is some kind of law enforcement to fit in with the likes of searches on smugglers, they should be punished. Other unlawful acts should also be dealt with, im not sure if there should be a location which they have to work their way back to somewhere, but possibly be detained for some time if caught or some other idea to ensure the offender's are punished
