You are correct. Meditate does heal damage and wounds. The problem was that on TC you were able to use woundpacks and tendwound while meditating which you should not have been able to do. The ability to use medical skills while meditating was taken out. Meditation requires absolute focus and you should not be able to use other skills while meditating, except /powerboost
