Not necessarily. "Weapon speed/damage modifiers," "Tangible Weapons/Items," and "Special Moves" are all listed as 5, but Commando combat is nowhere to be found on Test Centre, not to mention other combat-related abilities such as feign death. Assuming "Combat Spam" refers to the combat tab, it's listed as a five, yet specials like Health Shot reports itself as Body Shot while others like Stopping Shot and Double Tap don't report damage inflicted in the combat log at all. Defences don't get reported in Combat Log either (e.g. Greedo uses Eye Shot on Han, but he dodges!). This is all true, I just tested it.

Maybe they're already done and just not yet on TC, or maybe they're not and are on hold while the devs work on more important elements. The point is that you can't immediately assume something is complete just because there's a five is up there.

No #5 does not mean its done all it means is its on TC that doesn't necessarily mean its done. Combat is 5 but its not completely finished. Really 5 just means they have a working version of something for the public to use but it isn't necessarily completed all the way.

Just merging code from the working copy to the test center version. Kinda like publishing a book, the words are already written, they just have to be put into binding.

I think the main reason was stated a few weeks ago in a thread. The devs want to finish stability testing on a single server and a cluster before adding all of the other stuff in. They are gradually adding some stuff for us to have new things to do while we wait. It keeps people interested in hanging out on TC just out of the excitement of having one more thing working in game. And it works. Adding trainers, shuttles between just two cities, cities and pois on the map, and the ability to set waypoints to the pois has been a big psychological boost to me to want to log on and check things out as often as I can. I'm looking forward to the next new thing.

If you want to know how to access the test server read the setup guide. Or just download Launchpad Enhanced and let it do the work for you if you already have SWG installed.
