Because the server technically IS up. Deadlocked is not the same as down. It's still up, but frozen for the moment. I'd recommend using the IRC support channel for the most accurate info. available (as far as I know).

4- Couple quickies maybe, depends if I'm in the mood.

Well the network status page is back but the server still appears to be deadlocked... oh well
