Tatooine, Corellia and Naboo had a limit of 20 I believe
Rori, Dantooine, Lok had a limit of 10.
If I remember right. (Though it could be 10 and 5).
I know the three main ones had a higher limit than the smaller ones.
I've checked several cities, no way those have the miniminal limits of 10 residents and even higher to get the shuttleports etc
. I'm not sure those limits are in place right now.
