if you look over the list, the most important things look to be at lvl5.

and there are a few important things, like city/building placement, that are lvl 0-3, and some faction stuff are lvl 0, 1 & 4

and alot of features are lvl4, which prolly means that they are ready to be placed soon

so the game seems to be finishing up good
