He is lying you do not have to be in IRC to test. I'm never on IRC when I'm testing crap out on the TC. It might be easier to report bugs if you are on IRC but you can always post them on the forums.

You have to log in to IRC to see if the server is up before you log in, or else you face the possibility of a ban from the server. Technically you don't have to be in IRC to test, but you kind of have to get on to log in to the server.
